Job Description

The COGAR Group is looking for Watch Standers that will support the IRS Facility Management and Security Services (FMSS) Policy, Planning & Assessment office. Watch Standers will provide program management and operations support to ensure all IRS physical security programs are operating in an integrated manner to protect IRS employees, facilities, critical business operations and assets. Watch Standers shall monitor all  Situation Awareness Management Center’s systems (SAMC), which may include interior and exterior intrusion detection systems, entry access control systems, fire alarm, and CCTV surveillance systems, incident reporting and communication systems.  SAMC Watch Standers will staff various shift for  24 x 7 coverage for department’s operations section  and perform a variety of command, control, coordination, communication, monitoring and analysis roles including:  Incident Response and Operations Process; Incident Logging and Notification; Unknown Threat / Vulnerability Assessment / Process; Participate and coordinate activities with internal and external law enforcement;  Provide update briefings at the end of each shift change (3 per day). Provide situational awareness and operational update briefings to leadership; Review open source reporting, and coordination with other elements within the organization for early identification of new vulnerability and threat trends. Provide reports on new developments in briefings, presentations and other formats to program leadership;  Participate in exercises including real world COOP/COP that may require staff to move to alternate sites.Collect, analyze, and produce critical information on worldwide events to support response mitigating incidents and threats to the services employees, facilities, and infrastructure.  Coordinate, collect, process, and analyze data to produce actionable decisions based on reported data to support operational needs within the collection and delivery of tangible information sharing to support emergency response among the Service and its stakeholders.  Integrate knowledge management capabilities to support Services' response operations and provide interoperable, secure, and accurate information for validating and analyzing information to satisfy the IRS and its law enforcement partner's critical information requirements.

Job Description

While ensuring the overall physical safety and security for all visitors and staff. Security Officers perform many tasks throughout their shifts; these tasks may include patrolling the facility on foot manning the entrance to the facility and answering phones, greeting guests and employees.  Security officers act as a visible deterrent to crime and client rule infractions; detect suspicious activities and watch for criminal acts or at or near assigned post which may be a threat to the property, clients, guests or employees.  This position will perform security duties as outlined by contract requirements and site specific post orders. These responsibilities may include:

  • Access control for guests, tenants and vendors.
  • Enforcement of Client and Company policies and procedures.
  • Observation and reporting of fire and safety hazards.
  • Conduct of routine foot patrols in and around assigned area.
  • Reporting of all pertinent issues and incidents to the Site Captain, DPM, PM and the client as appropriate.
  • Interaction with a variety of persons including clients, visitors, public safety officials, employees and the general public
  • Detain unauthorized visitors, intruders or those committing unlawful acts on the client’s premises.
  • Be able to stand for long periods of time.
  • Conduct daily activities, post rotations for optimal coverage, uniform inspections, train, coach, counsel.
  • Coordinate weekly activities IAW contract requirements, but not limited to completing weekly spot quizzes and ensuring subordinates, complete tasks within specified time frames.

Maintain all required credentials and training requirements IAW the contract. Must successfully pass a criminal background investigation to include previous employment and personal references. Must successfully pass a physical and medical examination, drug screening to include a Physical Efficiency Battery (PEB).

(COGAR), a leading security and protection services firm, announces that the U.S. Department of Homeland Security (DHS), Federal Protective Service (FPS) has awarded the firm with a contract to perform Armed Protection Security Officer (PSO) Services for federal facilities in the State of South Florida.
FPS is the law enforcement and security arm of the National Protection and Programs Directorate (NPPD). FPS is responsible for safeguarding and protecting federally owned or leased facilities and assets while providing a secure environment for visitors and Federal Agencies to conduct business. This contract covers approximately four Counties and consist of over 40 buildings in the South Florida area. The requirement is for a 24/7 operation comprised of over 200 trained and certified PSOs.
The COGAR Group, Ltd. was awarded this contract as a competitive Small Business set-aside through the GSA Schedule 84 contract. The contract for the base and all option periods is valued at over $102mil. This is a follow-on requirement and COGAR was tasked to transition this massive contract within a thirty (30) day period with a contract start date of October 1, 2015. COGAR has a long standing history of providing quality security services in the federal government since 2005. hoover_buildingThe COGAR Group was awarded the Department of Commerce (DOC) Professional Security Services contract for Special Police Officer and Dispatcher services within DOC Headquarters. This contract is located at the Herbert C. Hoover Building in Washington, D.C. COGAR personnel provide 24/7 armed protective security for the DOC Office of Securities (OSY) facility, personnel, and property. The Herbert C. Hoover Building has 3,300 rooms, over 1.8 million square feet of floor are spread across 8 acres. COGAR has completed the transition stages from the July 1, 2015 contract start date, employing 66 security personnel for uninterrupted security service within the prominent metropolitan region. Increased traffic flow and infinite construction have amplified obstacles, and increased the need for protective services. Nevertheless, COGAR and its Security Team will continuously carry out the COGAR mission to “consistently put clients first by offering comprehensive, high quality services that are ethical, responsive, innovative, and cost-effective”.

All security provisions were endured for the protection and safety of all individuals on and off the premises of the White Oak Campus. The console operators within the Command Center; Alfred Woodson (PSI Supervisor), Hai Pham (PSI Console Operator), Marcus Holland (COGAR Console Operator), and Kyle Ellis (COGAR Console Operator) assisted towards resolving the mission at hand and ensuring success and safety throughout the White Oak Campus. COGAR’s Director of Security Operations, Louis Fuertes, formally recognized all stated personnel on December 10, 2014, for their renowned and expert investigation abilities to solve the mission.
