(NextStep) [http://nextsteptech.us/] for the Admin Business Process Improvement Services I contract through the Army National Guard (ARNG).

COGAR provides Business Case Analyst resources to support the ARNG Provost Marshall, Human Capital Management, and G5 in regards to business process improvement services to include installation identification cards/passes, vehicle registration, and CAC/DEERS operations to provide customer services for the AHS Buildings 1 and 2. COGAR has a longstanding relationship with the Army National Guard, and was the previous incumbent on this project. COGAR is very excited to work alongside NextStep for this professional services effort and is honored to have been considered for award.

This contract was awarded to NextStep Technology through an 8(a) set aside via GSA. COGAR was selected as the best qualified subcontractor for this opportunity. Our team has successfully transitioned and started this contract on August 14, 2017. The COGAR Group Awarded Emergency USACE Armed Security Guard Contracts for Humphrey’s Engineering Center

The COGAR Group, Ltd. (COGAR), a leading security and protection services firm, announces that the U.S. Army Corps of Engineers (USACE) has awarded the firm with a new emergency contract to continue performing armed security guard services at the Humphrey’s Engineering Center (HEC) in Alexandria, VA.

COGAR was the incumbent contractor and will perform operations for HEC for another base period of 10 months. COGAR personnel provide 24/7 armed security guard protection services for a high level cleared facility at USACE HEC. COGAR provides security protection via roving patrols, access/visitor control, surveillance camera and alarm monitoring, and emergency assistance support. COGAR provides a highly-trained guard unit and was able to continue operations without a break in service for USACE HEC in April of 2017.

The COGAR Group, Ltd. was awarded contracts via an emergency award, invitation only negotiations process. The contracts include a base period valued at over $800,000.  COGAR has a long-standing history of providing professional security services to the military and federal government since 2005. In addition, COGAR has been a partner to USACE and providing services since 2015. COGAR is proud to partner again with USACE on this sensitive requirement.

Team COGAR’S Management Personnel Recognized for Efforts In 2017 Presidential Inauguration

On Monday, March 6, 2017, COGAR’s Security Management Team on the U.S. Department of Commerce (DOC) Professional Security Services contract for Special Police Officer and Dispatcher Services within DOC Headquarters -  were all recognized by the DOC Office of Security, Security and Emergency Management Division for their efforts during the 2017 Presidential Inauguration.  COGAR personnel were recognized for their “Job Well Done” for ensuring DOC’s role in the Inauguration was a success. Key components included ramping up and the planning stages prior to the inauguration, as well as services performed and executed during and concluding the Presidential Inauguration.

Key Personnel, Wallace, Finnegan, and Mayfield were all instrumental in carrying out the success for this mission, as well as carrying this same attitude towards their work on a daily basis. They were selected recipients of the U.S. DOC Secretary of Commerce Coin Award and received Commendation Letters. COGAR personnel were “coined” with great honor for going above and beyond the normal line of duty to ensure DOC HQ is protected and operating at the highest regard to security.

I wanted to thank you, the Assistant Director of Security and the Contracting Officer’s Representative again for recognizing the management and supervisory team we have on the contract. The COGAR Group, Ltd. awarded the Veterans Affairs Medical Center contract for Unarmed Guard and Dispatcher Services in Martinsburg, West Virginia.

The COGAR Group, Ltd. (COGAR), a leading professional services, security and protection services firm, announces that the Department of Veterans Affairs (VA) has awarded the firm with a contract to perform police services to include unarmed security guards, communication officers, and dispatch services at the VA Medical Center (VAMC) in Martinsburg, West Virginia.

COGAR personnel provide 24/7 security services for VAMC. COGAR performs security and protection for multiple buildings and posts via visitor control, surveillance camera and alarm monitoring, central dispatch services, monitor Police and Fire Department frequencies and emergency assistance support. COGAR provides a highly trained guard unit of over 25 individuals for these requirements. Some of the unique requirements of this contract includes the training and qualifications of the Alarm Monitor/Dispatch personnel to have a thorough understanding of First Responder procedures, be National Crime Information Center (NCIC) certified, trained and certified in Public Safety Tele-communications, West Virginia Automated Police Network (WEAPON) trained, maintain CPR/First Aid credentials, and ensures emergency responsiveness and coordinates with on-site VA Police and Fire Departments as well as local emergency services, County, State, and Federal Law Enforcement officials during emergency situations.

The COGAR Group, Ltd. was awarded this contract through a competitive bid process as a Service-Disabled Veteran Owned Small Business. The contract includes a base and four option periods valued at over $6.0 mil. COGAR was tasked to transition the follow-on contract within a fifteen (15) day period with a contract start date of January 1, 2017.  COGAR has a long standing history of providing professional security services to the military and federal government since 2005. COGAR is proud to partner with the VA on this significant requirement.

The COGAR Group, Ltd. (COGAR), a leading professional services, security and protection services firm, is pleased to announce the award of a subcontract by Diversified Protection Corporation (DPC) [https://dpcsecurity.com/] for Security Guard Services at the Uniformed Services University of Health Sciences (USUHS) in Bethesda, MD. COGAR and DPC members have a long standing relationship of working together and COGAR is honored to be considered for award.

COGAR personnel provide 24/7 unarmed security guard services for the Armed Forces Radiobiology Research Institute (AFRRI) complex located at USUHS in Bethesda. COGAR provides personnel who perform protection of the AFRRI complex through roving posts, access and visitor control services, parking and traffic patrol, CCTV and alarm monitoring, and emergency response services. COGAR provides a highly trained workforce to fulfill contract requirements.

This contract was awarded to DPC through the 8(a) competitive bid process for an award price of over $11.5M to include all option periods. COGAR was selected as the best qualified subcontractor for this opportunity. Our team has successfully transitioned this contract within the requested sixteen (16) day period with a contract start date of December 16, 2016. COGAR has a long standing history in providing professional security services on a commercial level to support the military and federal government. (RMA) [http://www.rmaassociates.us/] for Senior Classroom Training and Instruction services through the Army National Guard (ARNG).

COGAR personnel provide resources to support the ARNG Baldridge Instructional and Course Development (ICD) program. COGAR provides Senior Training and Instruction services according to U.S. Army Training and Doctrine (TRADOC) standards for several courses located at the Professional Education Center in Little Rock, AR. COGAR has a longstanding relationship with the Army National Guard and is excited to work alongside RMA for this professional services effort. COGAR is honored to have been considered for award.

This contract was awarded to RMA through an 8(a) sole source selection, direct award negotiation process. The contract includes a base and option period valued over $2.8M. COGAR was selected as the best qualified subcontractor for this opportunity. Our team has successfully transitioned and started this contract on September 29, 2016. The COGAR Group, Ltd. (COGAR) is pleased to announce leadership changes in our corporate structure. Mr. Wesley (Wes) E. Sturdivant is appointed as the Chief Operating Officer and Mr. Frank J. Polievka, Jr. is promoted to Vice President of Operations. 

Wes Sturdivant will now serve as the Chief Operating Officer (COO) and will assume the day-to- day oversight and responsibility for COGAR operations corporate-wide. Wes has worked with COGAR since 2014 leading our Business Development department. For the past 30 years, he has worked with federal government contractors in the capacity of Executive Vice President and Senior Vice President for 3 firms whose core business was physical security. He is thoroughly knowledgeable and experienced in all phases of government contracting and corporate management.

Additionally, we are pleased to announce Frank Polievka is promoted to Vice President of Operations. Frank has also been with COGAR since 2014 and has recently served as Director of Security Operations. He brings nearly 20 years of security and management experience to this new position. Frank has been a key factor in COGAR’s development and growth over the past 2 years.

Wes and Frank have worked together since 1998 in various capacities, and COGAR is fortunate to have these two individuals lead our firm to our next level. The COGAR Corporate Staff stands ready to support our employees, operations and clients.

COGAR “Coins” PSO’s for Heroic Life Saving Act  on FPS South Florida Contract!

On July 12, 2016 two Protective Security Officers (PSO’s) on COGAR’s U.S. Department of Homeland Security (DHS), Federal Protective Service (FPS) South Florida contract voluntarily responded to an alarming and appalling scene in front of the Social Security Administration building in which COGAR’s PSO’s reported for duty. A middle aged man attempted to set himself on fire by pouring gasoline on his body in front of the main entrance of the federal building. The two heroic officers, Berrios and Montes De Oca pictured above, intervened risking their own safety and was able to stop the man from committing this act. Their courageous intentions saved a life while also continuing to provide protection and safety to the facility and its visitors. COGAR personnel were able to remove the hazards, decontaminate the subject, and notify emergency response, where the individual was later transported to a medical facility.

COGAR Challenge Coin Final 2016 (FJP)PSO Berrios and PSO Montes De Oca were selected recipients of COGAR’s Challenge Coin Award. This award is given with the highest honor for acts that go above and beyond the normal line of duty. On September 22, 2016, COGAR Corporate Officials, Wes Sturdivant, COO and Frank Polievka, VP of Operations, honorably awarded each PSO a COGAR Challenge coin, a certificate and a monetary gift. PSO’s were individually “coined” with great honor for their life saving and heroic acts.

Job Description

The Professional/Contract Security Officers (P/CSO) for all shifts at various locations in NOVA and Maryland. CSOs provide access control and physical security services at federal facilities. Candidates must: be English fluent; a US citizen; older than 21 years; a HS Graduate and have a minimum of two years LE/security/military experience. Successful applicants will have a valid armed VA DCJS certification or MD State pistol permit and successfully completed a DHS/FPS Security Basic Training Course. Positions require successful completion of: background investigations; physical and medical examinations, drug screenings, and a Physical Efficiency Battery (PEB).

Qualifications

The P/CSO must meet at least one of the following experience/education levels: Three years of security experience within past five years. OR Three years of military or National Guard (active duty or reserve). OR Successful completion of a state certified Law Enforcement Education and Training or Police Officer’s Standard Training course.  Be a citizen of the United States of America, including U.S. territories and/or commonwealths. COTR may approve Lawful Permanent Residents who are currently members of U.S. armed services (Reserves or National Guard) or who possess an Honorable Discharge from a U.S. Military component.  Be able to obtain a suitability (if required) and all other required licenses and/or clearances.  Possess an approved Social Security Card by Social Security Administration.  Received, at minimum, either a high school diploma or General Equivalency Diploma from an accredited institution recognized by U.S. Department of Education.  Fluently speak, read, comprehend, and compose coherent written reports in English.  P/CSOs must be able to complete (sign/date) a Lautenberg Amendment Statement/Domestic Violence certification annually without issue.  Possess a valid State Driver’s License.  The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of the job. Reasonable accommodation may be-made to enable individuals with disabilities to perform the essential functions.  While performing the duties of this job, the employee must be able to endure frequent and prolonged walking, standing, sitting and stooping, up to 12 hours per day, either indoors outdoors, during daytime or-nighttime.  Outdoor posts may require an individual to withstand extreme heat, humidity, cold and/or Severe weather (e.g. snow, sleet, rain, hail and wind).  Ability to remain on port up to four (4) consecutive hours without sitting, eating or relieving bladder/bowels.  Ability to remain alert for up to 12 hours, with ability to mentally and physically react quickly to a variety of unexpected and dangerous situations.  Use of senses (sight, hearing, smell and touch) is necessary to discern unusual or dangerous situations.  Occasional running, sprinting, lifting heavy weights, moving heavy objects, climbing stairs in response to emergencies and ensuring timely and complete facility evacuations.  Ability to subdue violent or potentially violent or disturbed individuals, or intervene in a crisis (e.g. provide emergency First Aid or resuscitation while awaiting the arrival of paramedics or other emergency personnel. Ability to use post security equipment (metal detectors' X-rays CCTV).  Ability to use handcuffs, baton, and firearms at any time while on duty.
